PORTMADE CUSTOMS - ELECTRONIC DOCUMENT FLOW

Due to the fact that rules and regulations, and the level of electronic dialogue, differ between European ports, we indicated the electronic facilities of Portmade per location.

1. ANTWERP

  • Electronic transmission (email) of NCTS documents to container terminals
  • Electronic interchange of manifest between operators and Portmade
  • Electronic arrival notice NCTS
  • Use of CUSCAR Transhipment within the Port

As from May 2005, Portmade Customs NV participated in the PSA project group for electronic transmission of transit documents. The procedure was finalized in October 2005.

By means of transmission of the electronic manifest of vessel operators, PMC is up-to-date with the cargo declaration of it’s clientele. No more discrepancies in declarations (manifest versus document).

Under pressure of Portmade Customs clients in the European hinterland, PMC asked the Antwerp Customs Authorities to introduce the electronic arrival Notice within NCTS. Procedures were set and Portmade is already using this facility to safeguard the interests of inland customs agents/brokers.

Since a large part of PMC’s clientele are vessel operators with a lot of transshipment moves, PMC makes use of the CUSCAR Transshipment facility. By means of this procedure, large number of containers can be transshipped in the port of Antwerp and Zeebrugge without transit documentation.

2. ZEEBRUGGE

  • Electronic interchange of manifest between operators and Portmade
  • Electronic arrival notice NCTS
  • Use of CUSCAR Transhipment within the Port

3. ROTTERDAM

  • Electronic transmission (FTP) of NCTS documents
  • Electronic dialogue with RVV and PD for veterinary and phyto sanitary documentation
  • Electronic interchange of manifest between operators and Portmade

In December 2003, Portmade Customs was the initiator of the electronic transmission between customs agents and terminal operators. Together with ECT (Home Terminal) they introduce the electronic dialogue by means of XML-messages through FTP (file transfer protocol).

  • No more transport to terminal for transit documentation;
  • Better filing of documents by terminal operator;
  • Fast transfer of drivers on the terminals.

At this moment all customs agents in Rotterdam make use of this facility on ECT Home and Deltaterminal and APMT Terminal.

In March 2004, Portmade Customs NV was asked by RVV to pilot the electronic messaging for veterinary checks for transshipment moves. By 1st of July the procedure became operative.

In March 2005, Portmade Customs was one of the first to use the electronic declaration for phyto sanitary checks.

As In Belgian, Portmade Customs NV aims to have a 1 on 1 data ‘relationship’ with it’s clients. Portmade Customs receives the electronic manifests from most of it’s clients (manifesting agents).
